About us

National Cyber Security Centre (NCSC-HR) is established as an integral part of Security and Intelligence Agency of the Republic of Croatia (SOA). NCSC-HR leads and supports the protection of the national cyber space, operates the national sensor network SK@UT as well as coordinates large-scale cybersecurity incidents and the national management of cyber crisis.

On February 15th 2024 the new Cybersecurity Act (Official Gazette, No. 14/24.) came into force in the Republic of Croatia. The Cybersecurity Act together with the Regulation on Cybersecurity (Official Gazette, No. 135/24.) represent the legislative package that transposes the EU NIS2 Directive into Croatian legislation and implements a new national cybersecurity management framework.

As part of that framework, NCSC-HR carries out the tasks of the central government authority for cybersecurity, government CERT, competent authority for implementing cybersecurity requirements and acts as a single point of contact for national and international matters regarding cybersecurity. In addition, NCSC-HR is competent CSIRT for majority of NIS2 sectors and coordinates other Croatian CERTs/CSIRTs.

Along with NCSC-HR, which is the competent authority for implementing cybersecurity requirements for the majority of NIS2 sectors, other competent authorities in Croatia include the Office of the National Security Council (UVNS), the Croatian Regulatory Authority for Network Industries (HAKOM), the Ministry of Justice, Public Administration and Digital Transformation (MPUDT), and the Ministry of Science, Education and Youth (MZOM). Furthermore, competent authorities for implementing special laws include the Croatian National Bank (HNB), the Croatian Financial Services Supervisory Agency (HANFA) and the Croatian Civil Aviation Agency (HACZ).
